I have the same problem and saw your post. I've done the 3 gpu quest with PC farming on Interchange. I didn't find a single Flash drive. I did a TON of scav runs on drawers in reserve. Not a single Flash drive. The next thing I try are the customs spawn points and saves. There is something wrong with the spawn rate.Found like 10 on reserve gave the other 5 to other player scavs. The flash drives I’ve found were in safes, one at the woods tent, and the two you get from Evil Watchmen. Unless they rework the quests (which they have said they're planning) I think a quick fix would be to move the flash drive craft from intel center 2 to intel center 1. I used to be main reserve, so i noticed a spawn difference in the different areas. It can, of course, be confirmation bias, but i have seriously played the shot out of that map.
