But i don't know if they changed the base stat for xenoverse 2 or not so the order may have changed.

The best race for ki blasts hands down is the Frieza race. Between the three races you listed however, saiyans have more raw power in Super Vegeta 2 while earthlings have much better sustainability with Potential Unleashed. If you want to cheese PVP then just pick a saiyan, go Super Vegeta 2 and spam go go gum/dragon flash bullet. FTFY.
